Ps 53:1 (Amplified)
1THE [empty-headed] fool has said in his heart, There is no God. Corrupt and evil are they, and doing abominable iniquity; there is none who does good.

The Bible says that people who don't know Jesus as Lord and personal Saviour are fools. The Bible has a lot to say about fools:

Prov 1:32 (Amplified)
32For the backsliding of the simple shall slay them, and the careless ease of [self-confident] fools shall destroy them.

Prov 10:21 (Amplified)
21The lips of the [uncompromisingly] righteous feed and guide many, but fools die for want of understanding and heart.

Prov 13:20 (Amplified)
20He who walks [as a companion] with wise men is wise, but he who associates with [self-confident] fools is [a fool himself and] shall smart for it.
